epa02126307 Indian Prime Minister Manmohan Singh speaks at the Indian Civil Services Day function  in New Delhi, India  on 21 April  2010. Singh said that those 'challenging the authority of the Indian state' will not be given any quarter even as he admitted that Maoist insurgency is the result of under-development. Referring to the April 6 massacre of 76 security personnel by Maoists in Chhattisgarh's Dantewada district, Singh said: 'I have mentioned timeagain that leftwing extremism is, perhaps, the gravest internal security threat that we face.
